Implementation of the 70% rule in the Coordinated Capacity Calculation (CCC)

According to article 16/8 in the EU Regulation 2019/943, the minimum capacity shall be 70% of the transmission capacity respecting operational security limits after deduction of contingencies. This is an essential element to take into account to ensure a better use of national resources, an efficient operation of subsequent wholesale and balancing markets, and a safe operation of the electrical network.

In the SEE region, the CCC process is based on the coordinated Net Transmission Capacity (cNTC) methodology which delivers, through an iterative process, the Total Transfer Capacity (TTC). This value takes into account grid constraints and is used, together with the respective splitting factors, to compute the Net Transfer Capacity (NTC) which is to be adjusted in order to enforce the 70% rule mentioned above.

N-SIDE has been working hand-in-hand with SEleNe-CC and the three TSOs of the SEE region to implement this complex rule in the CCC process. This is a significant milestone, as it is the 1st re-dispatch process taking place at regional level within the EU! The go-live of the solution is expected to bring significant improvements on the security of supply in the region, as well as a considerable increase of the cross-border flows.
